DUTIES:
MAJOR DUTIES

The primary purpose of this position is to serve as the nursing team leader during the antepartum, intrapartum, postpartum, and neonatal period for newborns, adolescents, and adults. Major duties include:

  • Provides comprehensive professional nursing care to obstetrical patients with conditions ranging from normal to those having complex complications requiring sophisticated, highly technical care and treatment.
  • Performs procedures, treatments, and medication administration.
  • Serves as a recognized team leader and expert in nursing care, including serving as a role model and resource person to direct experienced and non-experienced personnel in managing complex patients.
  • Provides individualized, thorough instructions to patients throughout patient stay to effectively communicate the plan of care and evaluate response.
  • Participates in continuing education programs to update and/or maintain skills and knowledge to meet annual requirements.
QUALIFICATIONS REQUIRED:
To be eligible for this position, you must possess the following:

1. A degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed. AND

2. An active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

In addition to the 2 requirements above, you must possess one of the following to be eligible for this position:

A. At least one year of specialized experience equivalent to at least the GS-09 level in the Federal service, which provided the applicant with the knowledge, skills, and abilities needed to perform the duties of this position. This experience must include: providing professional nursing care to obstetrical patients, including duties such as monitoring postpartum patients and collecting blood and urine specimens for lab analysis; performing procedures, treatments and medical administration for patients; serving as a nursing team leader, including scheduling and directing shift operations; and providing instructions to patients to communicate the plan of care. OR

B. Successfully completed all of the requirements for a doctoral degree (Ph.D. or equivalent) or 3 full years of progressively higher level graduate education in nursing with a concentration in a field of nursing (e.g., teaching, a clinical specialty, research, administration, etc.) or in a closely related non-nursing field directly applicable to the requirements of the position to be filled. This education demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR

C. Some specialized experience as described in A, but less than one year; and more than two years but less than three years of education as described in B. The percentage of requirements met must total at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of professional nursing care theories, principles, and procedures; and of the desired effects, side effects, and complications of a variety of pharmacological agents used in patient treatment.

2. Knowledge of a wide range of obstetrical complications such as premature birth, fetal demise, fetal anomalies, forceps delivery, caesarean delivery, as well as a broad knowledge of normal deliveries, complication and uncomplicated surgeries, expected outcomes, potential complications and indicated therapeutic intervention required.

3. Knowledge of the administrative requirements for proper documentation of patientÂ's condition including disease progression through labor and delivery, normal postpartum recovery, obstetrical complications, infant care, acknowledgement of teaching, and follow up care.

4. Skill in setting up and operating specialized medical equipment such as resuscitators, cardiac monitoring devices, EKG units, isolettes and radiant warmers, oxygen analyzers, ventilators, electronic fetal monitoring devices, and other unit specific equipment.

5. Ability to synthesize data from a variety of sources and use the nursing process to assess patient care needs, develop nursing care plans, evaluate patient outcomes, and advise on changes in patient status.

6. Ability to perform as a shift leader, preceptor, educator, and trainer which involves planning, assigning, and directing the work of other nursing personnel.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

CONDITIONS OF EMPLOYMENT/OTHER SIGNIFICANT FACTS :
Incumbent must complete orientation and competency verification programs in accordance with unit guidelines; maintain currency of skills through ongoing in-service training, annual core competencies, continuing education and professional development (at a minimum maintains certification in Basic Life Support and Neonatal Advanced Life support); maintain current license to practice; attend annual required training to include fire and safety training.

This is a testing designated (TDP) position under the Air Force Civilian Drug Testing Program.

This position is identified as having Â"regular contact with children,Â" requiring a State Criminal History Repository (SCHR) check to be completed on any person selected for the position.

The position may require additional training in patient care aspects, such as Advanced Cardiac Life Support and Neonatal Advanced Life Support.

The work requires the incumbent to be able to hear, have good vision, above average agility and dexterity with use of fingers and hands, and have rapid mental and muscular coordination simultaneously to operate emergency equipment (life support).
