The primary purpose of this position is to provide medical technician support to a military ophthalmologist performing eye care, to include eye surgery, for all eligible military beneficiaries according to governing Air Force and DoD instructions. Major duties include:

·

Acts as Senior Health Technician in charge of opthalmic surgical services.

·

Serves as the lead surgical assistant and scrub technician for the Ophthalmologist in the minor surgical room and in the main operating room of the local military hospital..

·

Performs basic ophthalmic clinic duties. Supports care provided by ophthalmologists in determining refractive error and diagnosing and treating ocular diseases, disorders, and injuries in an outpatient clinic setting.

Performs advanced clinic administration duties.

To be eligible for this position, you must possess the following:

A. A current national ophthalmic certification as an ophthalmic assistant or higher level from a national ophthalmic association (COA, COT, COMT, OR ABO and JCAHPO). NOTE:

AND

B. A current CPR/BLS certification. NOTE:
You must submit documentation of the certification with your application

In addition to the above certifications, you must possess one of the following:

A. At least 1 year of specialized experience which was equivalent to at least the GS-05 level in the Federal Service (or similar in other pay systems) and that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. This experience must have included providing medical technician support to an optometrist or ophthalmologist performing eye care for eligible beneficiaries.

OR

B. Completed at least 9 hours of graduate study in an accredited college or university leading to a master's degree in Ophthalmology, Optometry, or another field directly related to this position. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. UNLESS NOTED OTHERWISE, NOTED UNOFFICIAL TRANSCRIPTS ARE ACCECPTABLE AT THIS PHASE OF THE RECRUITMENT PROCESS.

C. Some specialized experience as described in A, but less than one year; and some of the education as described in B, but less than 9 hours. The percentage of the requirements met must total at least 100%. (To compute the percentage, first determine your total qualifying experience as a percentage of the experience required. Then, determine your education as a percentage of the education required. Combine the two percentages. The total must equal at least 100 percent) NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1.

Knowledge of common diseases of the eye, their effects in ophthalmology, medical causes of eye disease, and basic anatomy and physiology of the visual system.

2.

Knowledge of minor and major surgical procedures to include: cataract surgery (phacoemulsification and extra capsular methods), blepharoplastys, ocular muscle surgeries, chalazion, skin tag, xanthomas, papillomas epithelial cysts, NLD probe, laser procedures, ptosis repairs, trabeculectomy, dacryocystorhynostomy, laceration repairs; as well as surgical instruments and ophthalmic operating room equipment.

3.

Knowledge of ocular pharmacology, aseptic techniques, standardized and automated testing, and ocular emergency protocol.

4.

Skill in the use of ophthalmic instruments to adapt various instruments to perform a full range of specialized tests and nonroutine diagnostic or treatment procedures requiring many steps.

5.

Skill in operating commonly used ophthalmic equipment, computing ophthalmic formulas, adjusting and repairing optical products, using computer programs (e.g., Word, Excel, PowerPoint, optical ordering software), and documenting patient medical records.

6.

Complete knowledge and ability to counsel patients on ophthalmic testing procedures and surgeries (what's expected of them, what's going to happen to them), and how t administer ophthalmic diagnostic tests using equipment at local military ophthalmology clinic operating room.

PART-TIME OR UNPAID EXPERIENCE:
Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

CONDITIONS OF EMPLOYMENT/OTHER SIGNIFICANT FACTS

:

1. Must have and maintain certification as an ophthalmic assistant level or higher level from a national opthalmic association (AOA, ABO, and JCAHPO). This establishes the need for continuing education in the ophthalmic profession and keeps this individual current in ophthalmic standards of care.

2. Previous clinical and operating room experience and experience in speciality clinics (retina, glaucoma, plastics) is desired.

3. Graduation from a military or civilian ophthalmic-specific in-residence training program required.

4. Membership in the Armed Forces Optometric Society (AFOS) is strongly recommended.

5. Must adhere to Joint commission professional standards and 99th Medical Group directives and instructions.

6. Requires current CPS/BLS certification.

7. The position is identified as having "regular contact with children", requiring a State Criminal History Repository (SCHR) check to be completed on any person selected for the position.

8. Must have vision in both eyes corrected to at least 20/30 in each eye and must not have a detectable central scotoma in either eye.

9. Knowledge of TRICARE/DoD Managed Care program, medical logistics/material and military clinic administration, patient accounting, military spectacle and contact lens ordering process is desirable.

10. This is a drug testing designated position. The incumbent is subject to random testing for drug use.
