Duties:
The incumbent provides supervision for the decontamination, processing, wrapping, sterili! zation, storage and issuance of medical items, in accordance with accepted standards, VHA Directives and established facility policies/procedures.

He/she reviews daily surgical and other schedules and provides for the preparation of required items, such as instruments, endoscopes, metal ware and specialized equipment needed to support each scheduled activity. This effort primarily involves the sterilization of Operating Room (OR) packs involving less complex surgical procedures, such as appendectomies, to those more complex and extensive procedures, such as orthopedic surgical procedures. He/she ensures items required are prepared and delivered as needed, and confers with Surgeons and Operating Room Nurses when technical discrepancies and/or problems occur related to instrumentation.

He/she ensures all consumable supplies used by SPS are requisitioned and available and that medical/surgical equipment is available and in working order.

The incumben! t compiles and maintains records and reports relating to infec! tion control and operational responsibilities. The incumbent supervises and maintains records of mechanical, biological and Bowie-Dick test results from all sterilizers used in conjunction with patient care (SPS, Operating Room) at all facilities. Immediately, and in writing, he/she reports positive biological indicator results to Chief, SPS. He/she makes recommendations for further action, as appropriate and required.

He/she manages and maintains a Quality Control Program in all areas of reprocessing of RME. This program is particularly important in the prevention of nosocomial infection brought about by improper sterilization and preparation of medical instruments, metal ware, etc. The incumbent provides on-going training to support personnel on the latest aseptic and sterilization techniques and equipment. He/she ensures proper care is taken in the use and maintenance of assigned complex sterilization.

He/she effectively supervises trains and provides g! uidance to all personnel assigned to SPS. The incumbent plans subordinatesÂ' workloads, sets appropriate priorities and assigns work based on priority and difficulty. He/she evaluates performance, administers leave, develops work procedures, and advises employees on work and related administrative problems. In addition, he/she identifies competency/training needs and provides on-the-job training. The incumbent ensures completion of the unitÂ's work within established timeframes and in accordance with standards of adequacy. He/she supports Equal Employment Opportunity, promotes diversity in hiring and ensures compliance with VASNHCS, VISN 21, and VHA goals and objectives.

The incumbent assures the meeting of both internal VA and external accreditation standards through effective coordination with Administration, Nursing, Medical and Safety staff members.

He/she applies professional knowledge and technical expertise in the use of supply items, in all interac! tions with Management, various Service staff, supervisors and others on! medical material management problems related to SPS. He/she keeps abreast of the latest developments in the field and institutes or recommends changes to improve processes and practices.

He/she updates and develops required SPS Policy and Procedure Manuals and Standard Operating Procedure (SOP) Manuals to include all pertinent operational and administrative policies and procedures.

The incumbent supervises the work order program and at times initiates requests for service of malfunctioning or suspicious sterilizers and makes the final determination on the use of malfunctioning or suspicious sterilizers for processing items.

The incumbent is responsible for the supervision of quarantine of implantable device until spore testing is found to be negative after required incubation period.

The incumbent functions as a full Assistant Chief of the Sterile Processing Service (SPS) at VASNHCS. SPS is the central point from which Reusable Medical Equipment (RME), instruments, implants and equipment are received, processed, packaged, sterilized, and distributed. This position instructs, guides, and directs ! SPS and RME activities for positive patient outcomes. The incumbent fac! ilitates training and competency verification of SPS staff. This position collaborates with Chief, SPS to promote quality patient care and resource utilization.

Qualifications & Evaluations

Specialized Experience Requirements at the GS-9 Level: One year of specialized experience which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and which is typically in or related to the work of the position to be filled.
Specialized experience is further defined as experience in supervising or leading the processing, assembling, trouble-shooting, preparing, sterilizing, storing, and issuing sterile and unsterile medical supplies and equipment. The applicant must possess knowledge of the technical names, general uses, physical characteristics, and operating conditions of medical supply items; knowledge of decontamination, cleaning, preparation, sterilization, and storage proce! dures; knowledge of aseptic techniques; and skill in operating a washer-sterilizer, ultrasonic instrument cleaners, and gas and steam sterilizers.

Education : Two full years of graduate education or a master's degree directly related to the work of the position.

Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service.
GS-09 Level : Applicants must have one or more years of specialized experience related to this position. This experience must have been equivalent to at least the GS-07 grade level in Federal service.
You must meet time-in-grade restrictions by the closing date of this announcement.

Physical Requirements: The work requires extensive walking and standing. It! applies body mechanics of lifting, stretching, stooping, and bending in re-processing procedures and sterilization techniques. The incumbent will be working around moving equipment, carts, and or machines. Incumbent will be required to use protective clothing in particular areas (i.e., decontamination, preparation, operating room, and sterile storage) such as masks, shoe covers, gowns, goggles, or gloves. The employee often works around bodily fluids, mucus, excretions, and bits of tissue. On a regular basis, the work involves moderate risks and discomforts such as exposure to dirty items and exposure to contaminated supply items. Additionally, the incumbent will work in an office setting. They will need to apply ergonomic principles to prevent cumulative trauma disorders.
