Appointment Information: An applicant selected for this position may be placed into a temporary appointment, not to exceed one year and one day, pending completion of the boarding process.
This pharmacist develops and coordinates pharmacy and Health Care System activities directed at the containment and reduction of drug therapy costs. Particular emphasis is on providing the most appropriate, safe, and cost-effective drug therapy to patients. This pharmacist will work collaboratively with the Clinical Coordinator, ADP/Data Manager, Drug Information Coordinator and other health care professionals as appropriate to continually review and implement the cost effective use of medication at the VASNHCS. This position is responsible to the Chief, Pharmacy Service.

The Clinical Pharmacy Specialist, PharmEconomics, identifies target areas, formulates and develops plans for implementation, performs training of staff, and provides documentation to assess progress for pharmacoeconomic programs, and serves as a Pharmacy Service representative on various Health Care System and VISN committees.
Additionally, the duties of this position encompass such areas as Program Management, Pharmaceutical Care Activities, Education and Training, and Outcomes/Research including, but not limited to, the following specific tasks:
Continually identifies and implements strategies to optimize the cost-effective use of medications at the! VASNHCS. Some examples include, implementation of VA clinical practice guidelines, tablet splitting endeavors, procurement and drug availability, etc. Continually reviews economic impact and compliance with these endeavors, and provides input to the Chief, Pharmacy Service.
Actively participates in the development of the VISN formulary to promote literature-based cost effective drug therapy.
Critically reviews non-formulary drug requests for appropriateness, and provides feedback to providers and pharmacy section supervisors. Serves as a reference to front line pharmacist in the approval of questionable requests. Tracks and trends non-formulary usage by drug, service, and provider to identify target areas of inappropriate usage; maintains database of non-formulary requests to ensure adequate clinical outcomes are obtained and works with providers to identify pharmacological alternatives if they are not.
Responsible for national contract compliance, to include t! racking and trending usage and providing recommendations and support fo! r implementation.
Responsible for PBM Performance Measures and works with leadership and clinical staff to implement strategies and meet measures.
Works with the Pharmacy Leadership to conduct prospective/ retrospective drug use evaluations of high-use, high cost, or high-risk drugs. Works in conjunction with the Pharmacy Informatics Program Manager to prepare and report analysis of data, make recommendations for corrective action, and develop education programs/interventions that would alter aberrant prescribing or work patterns.
Provides direct patient care activities in the outpatient clinics and/or the inpatient areas. Clinical activities are focused on addressing formulary selection, minimizing polypharmacy, and promoting the cost-effective use of medications; documents all interventions in accordance with standard procedures for purposes of outcome and cost-impact assessment.
Performs dispensing activities in outpatient and/or inpatient pharmacy areas.! Screens medication orders for appropriateness in regards to drug selection, dosing, allergies, drug-drug interactions, and laboratory information. Enters and/or verifies orders into the computer system and dispenses medications according to Health Care System policies and procedures.
Works with the Pharmacy Leadership to identify targeted drug therapy interventions. Develops and performs in-services promoting cost-effective medication management to all health care providers and pharmacy staff within the Health Care System.
Serves as a resource and provides information and education to pharmacy staff (including students and residents), providers, and patients. Education is provided through in-services, newsletters, and one-on-one encounters.
Participates in the precepting of pharmacy residents and students during clinical responsibilities to increase the awareness and understanding of pharmacoeconomic issues.
Designs and participates in research studies invo! lving drug therapy outcomes, pharmacoeconomics, and pharmaceutical care! . Prepares manuscripts/abstracts for publication and presentation at professional meetings.
Coordinates and acts as a liaison for all local, VISN, and national pharmacoeconomic research activities involving Pharmacy Service and the Health Care System.

Education :
(1) Graduate of a degree program in pharmacy from an approved college or university. The de! gree program must have been approved by the American Council on Pharmaceutical Education (ACPE), or prior to the establishment of ACPE, have been a member of the American Association of Colleges of Pharmacy (AACP). (2) Graduate of foreign pharmacy degree programs must meet the educational requirement if their degree is found to be equivalent to degree programs recognized by the ACPE. This finding may be based on any of the following:
(a) A letter of acceptance into a U.S. graduate pharmacy program recognized by the ACPE
(b) Written certification from the Foreign Pharmacy Graduate Examination Commission, 700 Busse Highway, Park Ridge, IL 60068, Phone (847) 698-6227, that the individual has successfully passed the Foreign Pharmacy Graduate Examination
(c) A letter from a U.S. college or university with a pharmacy degre! e program recognized by ACPE stating that the individualÂ's foreign pharmacy degree has been evaluated and found to equivalent to its Bachelor of Pharmacy degree
Licensure : Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of The United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
GRADE DETERMINATIONS :
SPECIALIZED EXPERIENCE FOR GS-13 LEVEL : Requires a minimum of one year of creditable experience at the next lower grade level which is directly related to the position to be filled. Examples of specialized experience are examples of practice sites to include but are not limited to: medicine, surgery, psychiatry, neurology, spinal cord injury, primary care, ambulatory care including open pharmacy, rehabilitation medicine, geriatrics, medical r! esearch and others recognized by the professional standards board.
