DUTIES:
The Health Technician will be working at the VA Sierra Nevada Health Care System (VASNHCS), Reno, NV. This position is located in the Eye Clinic.

Major duties and responsibilities include:
Performs a large number of procedures to provide the Ophthalmologists, Optometrists (staff, students, and Residents) identified throughout this document as, eye care provider(s), with information and data necessary for appropriate and timely eye care delivery.

Assists in the care and treatment of eye clinic outpatient, inpatient and clinic consultations.

Creates a positive work environment for all patients that include adult and geriatric patients and staff by demonstrating strong interpersonal skills, good judgment, diplomacy, confidentiality and tact.

WORK SCHEDULE: M - F 8:00 AM - 4:30 PM AND 7:30 AM - 4:00 PM ALTERNATING EVERY 4 TO 6 WEEKS

DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.

QUALIFICATIONS REQUIRED:
ENGLISH LANGUAGE PROFICIENCY REQUIREMENT:
English Language Proficiency: In accordance with 38 U.S.C. 4105C, No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.

minimum REQUIREMENTS FOR GS-6: You must have specialized experience and/or education directly related to this position, which has equipped you with the particular knowledge, skills, and abilities to successfully perform the assigned duties. When answering the questionnaire, remember that your experience and/or education is subject to verification by investigation. You must possess one (1) full year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform the duties of this position. To be creditable, this experience must have been equivalent to the next lower grade level in the Federal service. Examples of specialized experience may include but are not limited to: performs Ophthalmic medical photography using various specialized and sophisticated cameras and equipment without distressing the patients; uses Ultrasound biometry for axial lengths of the eye (A-scan, and IOL Master) used in conjunction with keratometry (manual or topography) and refractometry measurements for the purpose of determining the power of an intraocular lens implant following cataract removal; assists in readying patients for exams and procedures in support of the provider(s); schedule clinic appointments, laser appointments, health tech appointments for diagnostic testing, surgical scheduling and assist in the coordination of surgical requests by hospital staff; cleans and sterilize certain equipment and surfaces both before and after each patient and for specific areas in front of each patient prior to examination (i.e. Phoropter and slit-lamp); assists in Ophthalmic surgery and or minor procedures, etc.

You must possess 6 months of graduate education with major study in subjects appropriate to the position being filled. This education must have been obtained in an accredited college or university. (TRANSCRIPT REQUIRED)

You must possess equivalent combinations of creditable specialized experience and education as described above to meet the total experience requirements for the position. This education must have been obtained in an accredited college or university. (TRANSCRIPT REQUIRED)

SKILL IN CONDUCTING OPHTHALMIC OPTOMETRIC PRE-TESTING.

ABILITY TO PERFORM ANCILLARY OPHTHALMIC/OPTOMETRIC DUTIES AS NECESSARY.

KNOWLEDGE OF DIAGNOSTIC TESTING PROCEDURES INVOLVING TECHNICAL APPLICATION OF EQUIPMENT.

ABILITY TO MEET THE NEEDS OF CUSTOMERS, WHILE SUPPORTING THE ORGANIZATION'S MISSION.

PHYSICAL REQUIREMENTS

The incumbent is required to exert moderate physical effort on a regular basis while performing the functions of the position. These functions may be at times physically demanding while the incumbent assists with patient care and work-ups, which can require moving patients from wheel chairs into examination chairs and/or adjusting the patient to perform various diagnostic tests. The incumbent is also involved on a regular basis in performing the operation of multiple devices for the examination of patients. Dexterity of hand-eye and hand-eye-foot coordination is essential and testing may involve standing for extended periods of time with arms at shoulder height with wrist turns. Stooping, bending or kneeling in the normal course of work may be required.

There is the potential for dangerous situations. The VA Sierra Nevada Health Care System is responsible for the eye care needs of all eligible veterans. The work is performed primarily in the eye clinic with some work performed in other parts of the hospital. In the course of clinical and administrative duties, the incumbent would expect to encounter normal risk and discomforts typical of an office or outpatient clinical setting. There exists potential exposure to contagious diseases.

Applicants will be ranked based on four quality groups, as follows:

Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;

Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;

Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and

Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
